For a few years now, my hands, when opened or in the wind, or anytime at all (touching things such as paper, silk, etc), feel like they need actual water. The only remedy for this is saliva.. and lotions just seem to make it soft and worse. Why is this and what can I do? It's very annoying.

I work for a dermatologist, and I have this problem too. Use vasoline! Drink more water!! I know that sounds crazy but it helps. When you goto bed at night wear gloves with vasoline.
See your dermatologist if this still happens.
I would suggest investing in a parrafin wax therapy bath unit (sold at Wal-Mart for about $30-$40) and possibly a pumice stone or some sort of abrasive tool used for feet and rough spots. I would first exfoliate your hands with the pumice after soaking them in warm water for a couple minutes. Then dip your hands in the parrafin and keep it on for about 30 minutes to an hour. They usually come with plastic hand mits but plastic bags will do. It made my hands the softest I have ever felt. Works great on elbows, feet or wherever you can apply the wax. Doesn't pull your hair out either.
Try Palmers cocoa butter(the butter, not the lotion). Apply after you wash your hands, bathe and before bed.Also, try drinking more water! I don't understand the saliva part...?
